People who live in the area, particularly those who live in close proximity to the site, have raised a number of concerns about the demolition and construction process. These include:

• Noise

• Dust

• Vibration

• Potential structural damage

• Traffic impacts

• Health and safety

• Hazardous materials

• Ongoing disruption throughout the demolition of the project


Considerate contractors

Sir Robert McAlpine and Keltbray have been instructed to develop detailed strategies for demolition and construction work. Both are very experienced construction and demolition companies with excellent reputations.  They are also members of the Considerate Contractors Scheme which has a code of practice which must be adhered to that states:

• Be considerate to the needs of all those who are affected by the construction process and keep noise to a minimum whenever possible

• Be a good neighbour by consulting regularly with people who live in the area and keeping them informed at every stage of the process

• The safety of neighbours and passers-by is a priority and staff are expected to dress and behave respectably

• Be environmentally aware and manage waste responsibly

• Be a responsible employer and maintain health and safety standards

• Keep the site clean and tidy

• Use local resources wherever possible

• Pay special attention to the needs of those with sight, hearing or mobility difficulties


Communication

A Community Liaison Officer will be appointed by the contractors to work with and communicate regularly with people who live in the area.

The telephone number and email address of the Community Liaison Officer will be circulated so he or she is contactable at any time, and a helpline number will be established and widely advertised. 

Regular newsletters with updates on demolition and construction will also be sent out by the contractors and posted on this website.


Earls Court Exhibition Hall 1

The contractors will access the site and make initial preparations after the London 2012 Olympic Games. In order to minimise disruption during the demolition of the Earls Court 1 we are proposing to:

• Take the building down in stages over a 2 year period

• Construct a temporary acoustic barrier on the boundary with Philbeach Gardens and Eardley Crescent

• Cover the perimeter scaffolding in dust barrier sheeting

• Surround the site with a 2.4m high hoarding and demolish the interior of the building leaving the external walls to create an additional noise and dust barrier

• Agree with residents timings for specific noisy activity

• Lorries and demolition vehicles will access the site from the A4. Vehicles will not use North End Road, Lillie Road, Old Brompton Road and Warwick Road

• Use Earls Court Exhibition Hall 2 as a construction consolidation centre to remove any visual and accoustic disruption

• The wheels of lorries and demolition vehicles will be cleaned before leaving the site

• Develop and implement a ‘Green Travel Plan’. There will be no onsite parking except for emergency vehicles and drop-offs. Workers will travel to site by public transport

• Maintain regular dialogue with local residents on Philbeach Gardens and Eardley Crescent to monitor our peformance


Earls Court Exhibition Hall 2

We also plan to demolish Earls Court 2 in stages over 2 years. The building will be taken down by:

• Supporting the arched roof temporarily and removing it in sections

• The concrete slab above the London Underground depot and car park will be partially removed


Sustainability

We plan to keep the whole process safe and sustainable by:

• Recycling and re-using around 30% of material from both exhibition centres

• Exploring the use of trains to remove demolition materials

• Maintaining security at the Empress State Building throughout the process

• Setting a speed limit for vehicles on roads within the site
